When I try to create a new assembly of .NET Standard type, I get the following error:
The Visual Studio component cache is out of date (assembly: Microsoft.VisualStudio.Web.MicrosoftAzure.AzureFunctions, Version=15.0.0.0, Culture=neutral, PublicKeyToken=b03f5f7f11d50a3a). Please restart Visual Studio.
Rebuilding the MEF cache did not help. Only way to fix this is to uninstall Azure Functions extensions.
The same happens to me. And only with .NETStandard-projects

I had the same problem/error. I use Czech UI localization, and I had to disable "Microsoft Azure WebJobs Tools" extenstion: Tools > Extensions and updates.. > Microsoft Azure WebJobs Tools >> Disable and restart Visual Studio (restarting VS as administrator is not needed).
In English localization, there is no extension named "Microsoft Azure WebJobs Tools", but there is "Azure Function and Web Jobs Tools", and even it's not disabled adding .NET Core assembly works fine.
Maybe there are some inconsistecies between localized versions of Visaul Studio or extensions.
I use last update of Visual Studio 15.4.0 and Windows Fall Creators Update Windows 10 Pro, version 1703, build 15063.674.
I can confirm it's the same with English localization on a German Windows 10. I can reproduce the error on three different machines. Disabling the "Azure Functions and Web Job Tools" solves the problem.

I also found a solution for this:
► In the VS2017 Installation tool i have updated my configuration by deactivating the "Azure Development"-section.
After that new configuration has been applied, i activated that section again and everything works fine.
