Same issue. I have a brand new computer and if I don't change any DPI settings (left as the default with new Windows installation), VS looks fine in my main monitor but when it's being used in a secondary monitor that has a different DPI setting, everything is blurry
If however I change the DPI scaling to be a custom scaling which means it's the same for all monitors, VS looks fine.
Would also like to point out that the DPI settings for the "Visual Studio Feedback" window are incorrect too, on my secondary monitor when there is no custom scaling, this window, font, input fields, etc... are tiny.

My env: hi-dpi 15" 1920x1080, 125% scaling laptop screen and 2 external 24" 1920x1080, 100% scaling monitors.
The best workaround I found for myself is to make external monitor with 100% scaling a primary one, so at least you can comfortably work in VS windows on any of two external monitors. I now use the laptop screen for apps that are truly multi-display DPI aware.

I finally found a Solution that works for my setup (Main Monitor = 150%, Left and Right = 125%). As the VS2017 shortcut doesn't have the "Compatibility"-Tab to set DPI awareness, the creation of the following registry key lets me achieve the same.
In "HKCU\Software\Microsoft\Windows NT\CurrentVersion\AppCompatFlags\Layers" create a new REG_SZ with the following name: "C:\Program Files (x86)\Microsoft Visual Studio\2017\Community\Common7\IDE\devenv.exe" (or wherever you installed VS2017) and as Value set: "~ HIGHDPIAWARE".
Without even rebooting, these changes take effect and VS2017 doesn't look blurry on any of my monitors anymore.

Just install latest Windows update, install Net Framework 4.8 (https://go.microsoft.com/fwlink/?LinkId=2018525) and Enable the "Optimize rendering for screens with different pixel densities". But there are some bugs too in this feature.

Finally I have a solution: MacType.
There is a program, which replace the windows text rendering to its own one, and it looks now fantastic!
The Program is called MacType. I heard it was called GDI++.
Anyway, install it, and remember to remove the exception from configuration file. The "devenv" file is default in the exception list.
Keep the preferred DPI settings on each monitor, you won't need to change it.

I overcame this trouble through deactivating the option : Tools | Option...| Environment | General | Use hardware graphics acceleration if available

Do you all happen to be using the Dark Mode? I talked to a co-worker who wasn't having the issue and noticed that they were using the "Blue" theme. I changed to that and it either fixed the issue or made it harder to spot, looks much better on "Blue". This is the workaround I am using right now, but I would love to be able to go back to Dark.
