I clicked the "Don;t see what you want....open visual studio Installer" link from within VS 2017. After doing so, it said I needed to update Visual Studio INstaller to continue. I click to 'Update". It goes through some kind of process extracting files to a temp folder, then shows a ... style progress bar, then tells me I need to update. No further info is provided. I made 4 update attempts. The endless update loop result is the same. at botton-right of screen, I see the version number 1.5.30227.2

While this might not be a solution for your case in particular I figured I would share anyways. When this happened to me I had to launch Visual Studio Installer through the start menu with administrator privileges. Doing that broke it out of the inifinite update loop. This is just a wild guess on my part but it could be that when launching Visual Studio Installer through Visual Studio it is lacking the necessary permissions to preform the update.
When I did this workaround I was on a different Version Number than you reported so not sure if it will produce the same results as it did for me. Anyways thought I would share in case this helped any.

Now the installer update works. Right click VS2017 > More> Click Run as Admin> Click yellow flag and click the update link. First installer updated to Version 26228.9 then VS2017 Community updates to Version 1.5.30308.1. Give it time to update then Launch. The notification flag will be clear.
