I am getting a SevenZip.DataErrorException when running the dotnet migrate command using the Visual Studio 2017 command prompt. This core project was created in VS 2015 and its prjoect extension is xproj. It gets to 11% and fails. I have attached the screenshot.

Run dotnet migrate --skip-project-references in the TheraOfficePatientPortal.Web folder to migrate just that folder ignoring dependencies.
You may need to update the solution by removing the web project xproj reference and adding the new csproj project by hand.
I am not sure why this happens to you, but this should unblock you.

I have attached two screenshots. The first one shows the environment variable added. The second shows the same output after running dotnet migrate again. I appreciate the input, however, it seems to have no impact.

Can you updated to a release version of the CLI, like 1.0.1, which you can get from dot.net and try again.
Also note that preview2-1 version of the CLI does not support the migrate verb. If you want to migrate to csproj and work with csproj, you should get 1.0.1.
