I have a .smproj file built in VS2015 using SSDT 16.5.
When building the project in VSTS using the Hosted Agent (which lists SSDT2015 on its list of software installed on each agent), it fails with the error message "The application for the project is not installed."
I am using the "Command Line" task with the following arguments:
Tool = C:\Program Files (x86)\Microsoft Visual Studio 14.0\Common7\IDE\devenv.com
Arguments = "$(Build.SourcesDirectory)\src\MySolution.sln" /project "SSAS" /build Development
Is there a way to fix this?

This issue is fixed in the latest SSDT -
Dmytro is correct, this issue is related to Integrated Workspace and not having a UI instance.
