After I canceled update during it's processing -because I wanted to restart the system first-, I can't progress uninstall or repair on Visual Studio installer.
'Modify' function returns ArgumentException without log.
Even there's no update button anymore.
Only Executing Visual Studio works.
I have a similar problem with release 15.0.25928.0, having had to cancel my update earlier today. VS still notifies me updates are available but when I click the notification, no update options show. Attempting to modify, repair or uninstall using the VS Community installer does not work (log output makes messages exceed character limit), neither does attempting to remove it using the Programs and Features option in Control Panel (although it informs me uninstall was successful, but if it wasn't then uninstall with compatibility mode - this doesn't do the trick either). As it stands, I appear to be stuck with a possibly partially updated version of VS17 RC with no way of getting it off of my system.

Wait for collect.exe to finish. It will create a %temp%\vslogs.zip file containing all of the VS setup logs. Upload %temp%\vslogs.zip to https://aka.ms/dev15logs The link will present a Dropbox upload interface, allowing you to upload the files quickly. Click on “Choose Files,” select the archive and upload. If you experience issues during the upload process when using MS Edge, please try an alternate browser such as Chrome or IE. I'd be happy to upload my logs although I know I'm not the OP, however, the link provided goes to https://www.microsoft.com/en-gb/. Also, running collect.exe. shows no VSSetup events collected and no %temp%\vslogs.zip, even if attempting to repair, modify or uninstall was the last action undertaken prior. I can upload the VS Installer logs available at error time.
Well, that 'Dropbox link' needs to be fixed, because those link includes dot character in the end. If you try again after erasing that, it correctly provides the dropbox link. And... about collect.exe, welp, I'm in Windows7 with Service Pack 1 and it runs well. Maybe you should run it as 'Run as Administator' option.

I was able to get things going by manually removing the C:\ProgramData\Microsoft\VisualStudio\Packages folder. This allowed me to do a clean install again.
,I was able to start a reinstall by manually removing the C:\ProgramData\Microsoft\VisualStudio\Packages folder.
No luck with this solution. I tried system restore too, but it restored to a point in the middle of the RC install and failed again.
